As a result of the losses of the U.S.S. Atlas and the Delta VII outpost, the Federation Council passed a directive to Star Fleet Command. In addition to new, massive appropriations for fleet construction, the directive ordered several cruiser formations be redeployed to strengthen defenses in the area where the Atlas was lost. On Reference Stardate 0/9511.30, in Romulan Sector Intelligence's first operation, code-named Operation Burgundy, a special scout squadron of twelve deep-space patrol craft, each manned by fifteen volunteers, was dispatched to obtain any information on the apparent pirates and, if possible, to make diplomatic contact.
