Philip Crey was an ensign in Starfleet in 2409. He was described as "a fellow temporal agent" by Temporal Agent Daniels. Working with Daniels, Crey helped to develop new cover identities for temporally-displaced officers who were also recruited as temporal agents.
In 2409, Crey was 157 years old, but only due to spending 90 years in a temporal distortion in the Typhon Expanse while an ensign aboard the U.S.S. Bozeman NCC-1941. Much of the Bozeman crew found it difficult to integrate back into Starfleet, but many of them, including Crey, were taken in by the Temporal Intelligence Agency and became temporal agents due to their first-hand knowledge of 23rd-century events.[1]
