The Vault was an advanced Romulan military facility where scientists worked in secret to develop new weapons technologies from captured Borg technology. To better help keep the facility's existence a secret, it had the ability to cloak, concealing the massive starbase from visual and sensor scans. In 2387, its existence was known only at the highest levels of the Romulan Star Empire.[1] Rumors of its existence were known to the intelligence services of other powers at the time, though even then it was misidentified as "The Forge."[2] In the event of a threat to Romulus, the Vault was tasked as a safe haven for the Romulan Senate's ruling council, a fact which Nero took advantage of after rescuing — and then murdering — Praetor Chulan in the wake of the planet's destruction. At that time, the Vault was commanded by Commander D'Spal, who agreed to use the Vault's technology to upgrade Nero's ship, the Narada, transforming it from a simple mining vessel into an unstoppable war machine with superior warp, cloaking, and sensor capabilities.[1]
