Fleet Admiral Devix was a hard man who had risen to command the Romulan military in the early 2380s, following the failures of its previous head.[1] In 2383, he accompanied Praetor Gell Kamemor on a diplomatic mission to Earth, in order to preserve the precarious peace that had been reached between the Typhon Pact and the Khitomer Accords powers.[2]
