Hogue Nekelen, an operative from the Cardassian Intelligence Bureau, was part of a diplomatic mission to the Venette Convention in 2383. Small and slick, he dressed impeccably in the rich dark colors that Cardassians favored. His black hair was trimmed short, in the new fashion that had taken hold since the Dominion War.[1]
