The Starfleet Annex of the Daystrom Institute was located on Galor IV, which saw class-one planetary alerts in 2374 and 2384, both times linked to the Annex's research into Soong-type androids, and both times responded to by the U.S.S. Enterprise NCC-1701-E. The head of the civilian government on Galor IV in 2384 was Governor Eloch.[1]
