In a class-one planetary security alert, all nonessential, nonemergency communications are suspended. The planet’s transporter network is locked down, beyond even the authority of the planet's head of state to reinstate. Every aircraft, spacecraft, and starship on the planet is grounded; every publicly accessible computer system is shut down; and every law enforcement and defense agency on my planet is at a state of high alert, awaiting instructions from the responding Starfleet vessel. Class-one planetary security alerts were a very rare thing. Galor IV, location of the Starfleet Annex of the Daystrom Institute, only saw two class-one planetary security alerts in ten years, in 2374 and 2384.[1]
