Tesitera Levat succeeded Sela as chairwoman of the Tal Shiar in 2383, following the exposure of Sela's plans to steal quantum slipstream drive technology from the Federation and shipbuilding equipment from the Dominion, actions which nearly brought the Romulan Star Empire and its Typhon Pact allies to war on three occasions in the span of two years.[1]
