Admiral Jorel Quinn, a male Trill, was the commanding officer of Earth Spacedock in 2409. Following the death of Captain Masc Taggart, Quinn formalized the field promotion of Taggart's acting first officer, a fourth-year Starfleet Cadet, to lieutenant, and granted the officer command of the ship, given the unusual circumstances of successfully leading the crew against Klingons and a Borg invasion force within hours of beginning a Starfleet Academy training cruise.[1]
