Admiral Jorel Quinn, a male Trill, was the commanding officer of Earth Spacedock in 2409. Following the death of Captain Masc Taggart, Quinn formalized the field promotion of Taggart's acting first officer, a fourth-year Starfleet Cadet, to lieutenant, and granted the officer command of the ship, given the unusual circumstances of successfully leading the crew against Klingons and a Borg invasion force within hours of beginning a Starfleet Academy training cruise. When officers were recruited as temporal agents and transplanted from the point where history had recorded their deaths in 2256 and 2270 to 2409, Quinn was provided with a cover identity prepared by Ensign Philip Crey, apparently unaware of the new officer's true history.[1]
