Starfleet Captain Louis Rubenstein was the commanding officer of the U.S.S. Constellation NCC-55817 in 2364. That year, he received a message from Admiral Gregory Quinn regarding revised ship refit specifications. This message was reviewed by Lieutenant Commander Data aboard the U.S.S. Enterprise NCC-1701-D during an investigation later that year into an alleged conspiracy at the highest levels of Starfleet Command.[1]
