Phibeas

Phibeas was the king of the Khwopans. On Stardate 57752.6, King Phibeas met with a Starfleet team from the U.S.S. Cerritos NCC-75567, who repaired the water filtration unit left on Khwopa after their world made first contact with the United Federation of Planets.[1]
