Myriad Universes: Romulan Neutral Zone
The Romulan Neutral Zone was established as part of the peace treaty negotiated via subspace radio at the end of the Romulan War in 2160. Any ship entering the zone by either side would be considered an act of war under the terms of the treaty, and outposts were established to monitor the zone and enforce the treaty. The Romulan Star Empire and the United Federation of Planets had no further contact until a Romulan Bird of Prey equipped with a cloaking device and a new plasma torpedo crossed the zone and attacked several of the Earth Outposts on Stardate 1709.2.[1]
