Commander Jose Dominguez commanded Starbase 4 in 2266, and was an old friend of Captain James T. Kirk. On Stardate 1513.1, he sent a message expressing his impatience when the U.S.S. Enterprise NCC-1701 was delayed at planet M-113, stating that the ship had "supplies he urgently needs." Kirk replied that "he'll get his chili peppers when we get there."[1]
