A Romulan specialist, Joralis Kinn spent time aboard a Breen cargo vessel in the Gamma Quadrant assembling equipment that would enable the ship to use a phasing cloak as part of a Typhon Pact mission to steal Dominion shipbuilding equipment in an attempt to modify the Pact's ships with quantum slipstream drive technology.[ 1 ] Kinn was killed by Tomalak prior to the ship's capture by Starfleet forces in the Bajoran system.[ 2 ]
