Ferris was a Galactic High Commissioner in the government of the United Federation of Planets. On Stardate 2821.5, Ferris was aboard the U.S.S. Enterprise NCC-1701, overseeing the transfer of emergency medical supplies to the New Paris colony to combat a plague outbreak.[1]
