Harmon Axelrod of Earth was elected to serve as the first President of the Federation Council, shortly after the incorporation of the United Federation of Planets in 2161. He served a four-year term, which ended in 2165.[1][2][3]

Upon taking office, Axelrod said, "It is my very great pleasure to officially proclaim the incorporation of the United Federation of Planets.[Notes 1] I welcome, as founding member planets, the Earth, Vulcan, Tellar, Andoria[Notes 2] ... and Alpha Centauri.[Notes 3] I am sure this number will grow as new lifeforms are encountered and as we demonstrate the utility and wisdom of this Federation. ... The United Federation of Planets has not been inaugurated to diminish a planet's sovereignty but to assist it in its galactic development."[1]

  1. While Star Trek: Spaceflight Chronology established that the Federation was founded at the first Babel Conference, this was contradicted in Star Trek: Enterprise, which showed the signing of the Federation Charter taking place on Earth.
