Romulans were an offshoot of the Vulcan race. The exact reason for the separation of the Romulans and Vulcans was a mystery that troubled historians for many years, and was not expected to be solved any time soon.

The Romulans founded the Romulan Star Empire, the most aggressive of the known empires. Their territory included even fewer inhabitable planets than the Gorn, and no other sentient species. The Romulans seemed to honestly believe that they were destined to rule the galaxy and were constantly working towards this end.[1]
