The Chandley class Starship Niwen was named for Admiral Abel Niwen, who commanded the Sixth Fleet of the old United Nations Space Force when first contact was made between Earth and Tellar. At the time, a single Tellarite exploratory warship entered the Sol system, declaring it to have been annexed. Instead of attempting to destroy the ship, Niwen elected to diplomatically welcome the it, while warning that any hostile action would be reciprocated. The Tellarite commander abruptly accepted the offer of friendship and implied military alliance, beginning a long and successful relationship between Earth and Tellar, which eventually resulted in Tellar becoming a founding member of the United Federation of Planets. Admiral Niwen eventually retired from the service to serve as Earth's first ambassador to Tellar.[2]

In the late 23rd Century, the Niwen was under the command of Commodore Michael Pollard. The Niwen briefly served as a customs interception flagship, monitoring illegal Orion slave trading and confiscating the ships and imprisoning crews that practiced it. After one memorable seizure, the Niwen returned several hundred slaves to Rigel. Though the mission was entirely successful and without impropriety, some of the crewmen jokingly referred to the incident as "the Green Death."[2]

The ship also served on picket duty along the Klingon and Romulan Neutral Zones, and patrolled the Talosian perimeter, enforcing General Order Seven by preventing accidental incursions by private Federation vessels. On one occasion, on Stardate 8347.6, Commodore Pollard, at the behest of Starfleet Intelligence, ordered the ship to briefly violate the Romulan Neutral Zone in order to respond to a distress call from a Romulan outpost.[2]
