Admiral J.L. Kilgore was a member of Star Fleet Intelligence. On Stardate 7662.4 (Reference Stardate 2/1104), Admiral Kilgore, assigned to Starbase 11, ordered the U.S.S. Enterprise NCC-1701 to investigate the disappearance of the U.S.S. Hood NCC-1703, which he had previously assigned to investigate an occurrence of the interphase phenomenon on Stardate 7636.2 (Reference Stardate 2/1101) for potential weaponization.[1]
