- RSD 1/3611.20 (20 November): A secret Federation High Commission report on the Orions is leaked to the public from Botchok. The Ethan Report labels the Orions "barbarous atavisms" bent on "mastery of the Federation monetary system" through "bribery, blackmail, coercion by force up to and including piratical attacks in Federation space."[1]

- RSD 1/3612: The Federation Council refuses a funding request from Star Fleet Command for the development of new starships. The Horizon and Marshall classes remain the Federation's first line of defense.[2] All funds previously assigned to completing construction of Starbase 12 are also "indefinitely postponed," to Star Fleet's enormous surprise. Because construction had already begun, the installation retained its name, but remained incomplete and inoperative until after the Four Years War.[3]
