The Loknar class frigate was first commissioned during "The Great Awakening," a period of expansion by the United Federation of Planets in the mid-23rd century. A number of research and exploration classes were designed and built to enable Starfleet's efforts to solidify an enlarged and growing Federation. The Loknar class, the most noted warship to emerge at this time, remained in service well into the late 23rd century, a tribute to the quality and skill of its Andorian designers.[2]

Soon after the Federation Council's Appropriations Committee granted funding to Starfleet to construct fleets to expand and patrol the Federation's borders, Andorian factions began pushing for warship construction, believing that, during that new phase of expansion, the Federation might come upon a race as hostile as the Romulans or Klingons, leading to another war for which the Federation would be unprepared. Convinced by the argument, Starfleet began a limited buildup of warships. Several shipbuilding facilities were constructed by Andorian firms to design and manufacture these vessels, notably Utopia Planitia Fleet Yards on Mars and the Salazaar Shipyard, the largest and most productive in the Federation.[2]

First commissioned in October 2248 with the U.S.S. Loknar NCC-2700, the Loknar class frigate was considered a "muscle" ship due to its four phase cannons and single torpedo launcher, making it equal to all but the largest Klingon vessels, and more powerful than any known ship in the Romulan fleet, and its shields were more efficient than any used by a hostile power.[2]

During the Four Years War, the Loknar class saw more action than any other class in Starfleet. Although it performed successfully during the war, the Andorian designers nevertheless felt the class could be improved upon. The FWE-1 warp drive system was replaced by the FWE-2, which was still being tested, resulting in a 60% increase in power and performance. The first Mark II vessel, the U.S.S. Lactra NCC-2748, was commissioned in January 2256, two years before the FWE-2 engines were implemented on any other class in the fleet. The Mark II also incorporated 8 FH-5 phasers and four torpedo launchers, making the class more powerful than anything in the Klingon fleet, save for the Riskadh class, known as the D-10 to Starfleet. Additionally, the Mark II mounted an upgraded binary shield generator, giving 33% more porotection for the same energy cost as the previous shield system.[2]

The next major change in the Loknar class design came in August 2271, with the commissioning of the U.S.S. Cairo NCC-2767, the first Mark IV vessel, which introduced the FWD-2 warp engine, increasing the power output and overall performance by 40%, and the class was armed with the FP-1 Photon torpedo. The Mark V, introduced with the U.S.S. Jezal NCC-2793 in September 2275, mounted the FIC-3 impulse engine and FP-6 photon torpedoes.[2]

Loknar class frigates, named for cities and provinces from throughout the Federation, served Starfleet faithfully for more than three decades, and by 2281 the class was expected to remain in the inventory for many years to come. More than half of the ships of the class were crewed entirely by Andorians, and the majority of those were assigned to the "Blue Fleet:" ships whose officer contingent and crew were entierly Andorian. The U.S.S. Loknar was the first ship commissioned into the Blue Fleet, and served as its flagship for many years. Loknar class frigates were produced at the Salazaar and Saturn shipyards, at a rate of two ships per year, due to the limited number of ships required and the high levels of reliability in existing vessels.[2]
