  • RSD 1/3802: An interplanetary war between the third and fifth planets in the Beta Cersus system, located within the Romulan Neutral Zone, causes the first tension between the United Federation of Planets and the Romulan Star Empire since the war decades earlier. Admiral Liam O'Neill, commanding a fleet from the Castor class U.S.S. Alert, noted that he "called the opposing commanders together and read them the Riot Act. You want to kill each other? Fine, I told them, the Prime Directive says you're free to. But outside your star system is neutral territory, and there will be No hostilities in that region. None. If you want to fight, I told them, keep it in your own home. And they have." Though the war does not involve Federation ships, it nevertheless causes the Federation Council to reverse its position on new starship construction.[3] The ruling on Starbase 12, however, is not altered. Construction on other starbases in more strategically crucial locations is authorized instead.[4]
