Admiral Robert L. Comsol[1] was the commanding officer of Starfleet in 2267. Orders barring any Starfleet vessel or personnel from visiting Talos IV bore his signature, and he also apparently issued orders relieving Captain Kirk of command of the U.S.S. Enterprise NCC-1701 during an incident where the Talosians sent transmissions to the ship while Commander Spock had commandeered the vessel to transport a severely injured Fleet Captain Pike to Talos IV, though that also proved to be one of the Talosians' illusions.[2]
